 Post subject: Starts to crank, turns over about twice then stops cranking.

Universal M25 with about 500 hours since overhaul, 50 hours since last service. New muffler, alternator, hoses.
1. After holding the decompression lever, the starter spins fine, but engine does not crank. It seems like it is having trouble turning over because the load is so high...maybe seized?
2. Amps for dual batteries are fine.
3. 6 mo ago, got water mixed with oil in the engine after pulling the impeller assembly. Had to change the oil twice, it still looked a little grey and emulsified. I bet there was still water in there...Now, the oil level is slightly high, but black. I've read that oil measuring high can be a sign of water in the engine.
4. I need to see if I can turn over the pistons by hand, which direction do I turn?
5. I'll then change the oil and oil filter again.
5. If the engine has seized due to 6 mo with water in there...what to do next?
